Second Lien Modification Program (2MP): Overview

The Second Lien Modification Program is a complementary program to the Home Affordable Modification Program designed for first lien mortgages. This Program is expected to reach approximately 1 - 1.5 million responsible homeowners who are struggling to afford their mortgage payments. The Second Lien Modification Program coordinates with HAMP's first mortgage modification program to lower payments on second mortgages and offer comprehensive affordability solutions for homeowners.

Chapter V of the MHA Handbook provides guidance to servicers for adoption and implementation of the Second Lien Modification Program for non-GSE mortgages.

MHA Compensation Matrix

This matrix provides a summary of servicer, investor, and borrower compensation by program. Frequency, payee/beneficiary, amounts, and timing are provided, as well as the data attributes used for each calculation.

  • Combined Dodd-Frank and Occupancy Certification

  • Servicers must use this form to obtain certification from each 2MP borrower where the second lien is a non-GSE mortgage loan and the first lien was modified under a GSE Standard Modification.

  • Occupancy Certification

  • To the extent servicers are not using the Combined Dodd-Frank and Occupancy Certification, servicers must use this form to obtain certification from each 2MP borrower where the first lien was modified under a GSE Standard Modification. In this instance, servicers must obtain separate certification from each borrower in accordance with the Dodd-Frank Wall Street Reform and Consumer Protection Act.

    Servicers must use this form to obtain certification from each borrower in accordance with the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act). To the extent servicers are not using the Combined Dodd-Frank and Occupancy Certification, servicers must use this form to obtain certification from each 2MP borrower where the second lien is a non-GSE mortgage loan and the first lien was modified under a GSE HAMP or GSE Standard Modification.

  • MHA Third Party Authorization Form

  • Borrowers should use the form to provide authorization to third parties including but not limited to: the MHA Support Centers (HSC and MHA Help), attorneys, housing counselors, non-borrower family members, servicers, Housing Finance Agencies and any other non-borrower individuals or groups assisting the borrower with their loan modification, to provide and discuss the borrowers’ personal information. Servicers, subject to applicable law, must accept the form.
